In order to implement the overall plan of "made in China 2025" and promote the healthy and sustainable development of China's robot industry, the Ministry of industry and information technology, the national development and Reform Commission and the Ministry of Finance jointly issued the "robot industry development plan (2016-2020)" (hereinafter referred to as the "plan") on April 27, 2016.
The market is growing rapidly
As one of the key development fields of "made in China 2025", robot is the main representative of intelligent and digital technology, the key device to realize intelligent manufacturing, and an important symbol to measure the level and core competitiveness of a country's manufacturing industry. In recent years, China's robot industry has developed rapidly under the influence of multiple factors, such as rising labor costs, aging population, transformation and upgrading of manufacturing industry. Since 2013, China has become the world's largest industrial robot market. From 2009 to 2014, China's industrial robot market sales increased at an average annual rate of 59.5%.
According to the latest statistics of CRIA, the sales volume of domestic industrial robots reached 22257 in 2015, an increase of 31.3% over the previous year. At the same time, the service robot market has also begun to grow rapidly. Cleaning robots are becoming more and more popular every year. Unmanned aerial vehicles for home entertainment are becoming more and more popular in China. The cost performance of two wheeled balance vehicles has been significantly improved and gradually accepted by domestic users. Representative products such as orthopedic robots and capsule robots have also entered clinical application in key hospitals. It is estimated that by 2020, the annual output of China's own brand industrial robots will reach 100000, and the annual sales revenue of service robots is expected to exceed 30 billion yuan.
The industrial system has gradually taken shape
Driven by the growth of market demand, it has attracted the extensive participation of many domestic universities, research institutions and enterprises, and has made a number of research achievements in body structure, drive and control, which has laid a technical foundation for the development of China's robot industry. With the continuous improvement of the performance level of industrial robots and key parts, the ability to provide complete sets of application robot system equipment for users in different production fields has been enhanced. Service robots used in medical and health, family services, disaster relief, scientific research and other fields have also appeared one after another, and a number of competitive service robot manufacturers have emerged, China's robot industry system is gradually forming.
With the rapid development of robot industry in China, the number of enterprises is growing rapidly. In some places, the phenomenon of paying more attention to investment than innovation and talent training appears. The homogenization competition intensifies, the industry is "small, scattered and weak", the quality assurance and market fair competition system need to be improved, the continuous investment in technological innovation is insufficient, and the awareness of independent brands is low, The problems that restrict the healthy development of the industry, such as the difficulty of popularization and application, are increasingly apparent.
Clear industrial development direction in the 13th five year plan
In view of the above problems, the plan proposes to focus on "two breakthroughs" and "three improvements" in the 13th five year plan, that is, to achieve a major breakthrough in key parts and high-end products of robots, and to achieve a substantial improvement in robot quality and reliability, market share and competitiveness of leading enterprises. We should focus on the five major tasks of promoting the first breakthrough of major landmark products, vigorously developing key parts of robots, strengthening the construction of industrial innovation capacity, focusing on promoting application demonstration and actively cultivating leading enterprises.
To implement the main tasks of the plan, speed up the improvement of industrial innovation ability, curb the low-end development trend of high-end industry, and promote the healthy development of China's robot industry need the joint efforts of the government, industry organizations, enterprises, research institutions, etc. First, at the national and industrial levels, we should speed up the construction of robot standards and quality certification system, and form institutional constraints through industry standard conditions. Second, local governments should correctly grasp the regularity, objectivity and direction of robot technology and market development, clearly understand the local resources endowment for the development of robot industry, and encourage policies to focus on technology research and development, talent aggregation and differentiated development, so as to avoid low-level repeated construction. Third, enterprises should focus on long-term development, enhance the awareness of technological innovation, quality and service, and build core competitiveness.
Construction of robot innovation system
"Innovation driven" is one of the basic principles for the development of robot industry. According to the strategic deployment of manufacturing power, around the transformation and upgrading of key industries and the major common needs of the new generation of information technology, intelligent manufacturing, additive manufacturing, new materials, biomedicine and other manufacturing industries, accelerate the establishment of a national manufacturing innovation network with innovation center as the core and public service platform and engineering data center as the important support.
The plan is closely linked with "made in China 2025". It plans to "make full use of and integrate the existing scientific and technological resources and R & D forces to establish a robot Innovation Center for the whole industry", focusing on the frontier basic research and application basic research of the industry, "promote the transfer, diffusion and commercial application of scientific and technological achievements, and provide common technology support and services for enterprises, We will strengthen international exchanges and cooperation, cultivate R & D and design talents in robotics, and create a collaborative innovation carrier that closely integrates government, industry, University, research and application. "
Driven by the "innovation driven" strategy, by the end of the 13th five year plan, the overall technical level of robots in China will be significantly improved. The main technical indicators of industrial robots will reach the level of foreign similar products, the technical level of service robots will approach the international level, the new generation of robot technology will make a breakthrough, and intelligent robots will realize innovative application; The performance, accuracy and reliability of precision reducer, servo motor, driver and controller for robot will also reach the level of foreign similar products, and the market share will reach more than 50%.
Establish and improve the industrial standard system
Quality improvement, standards first. For a long time, the quality and reliability of products have been a bottleneck problem restricting the development of robots and key parts in China. The lack of industry standards is one of the important reasons for the uneven product quality. At present, the relevant domestic industry standards are not perfect. Although the national standards adopting international standards have been revised on the basis of international standards, they still can not meet the needs of the development of various industries.
The plan takes strengthening the construction of robot standard system as a key task of the robot industry during the 13th Five Year Plan period, speeds up the establishment and improvement of domestic robot standardization organizations, studies and formulates a number of national, industrial and group standards for robots according to the urgency of industrial development, and constructs and improves the robot industry standard system, At the same time, actively participate in the formulation and revision of international standards.
Speed up the construction of inspection and evaluation system
In order to achieve the goal of the plan, improve the market awareness of self brand robots, improve the performance, reliability and safety of products, and maintain the consistent quality level, it is necessary to establish a complete product evaluation and verification system.
At present, China's robot industry has carried out some performance evaluation research based on the general safety certification, explosion-proof certification and other evaluation indicators of electrical products, but due to the lack of standards and specifications of robot products and key components and third-party certification bodies, the majority of users have low recognition of the performance and quality of their own brand robot products, which affects the promotion and application. Establish and improve the robot inspection and certification institutions represented by the national robot inspection and evaluation center, promote the establishment of a third-party evaluation and certification system for robots, and carry out the inspection and evaluation work for the whole robot and its key functional parts. The performance evaluation of the whole robot includes: safety, performance, environmental adaptability, noise level, electromagnetic compatibility Reliability and measurement and control software evaluation, etc; The inspection and evaluation of functional components include: part quality, part safety and performance, noise, environmental adaptability, material and interface, etc.
By establishing and standardizing the domestic robot quality system and standards, we can promote the orderly development of the domestic robot industry to the upstream, guide the industry to carry out targeted and differentiated R & D, and achieve transcendence. The national robot testing and evaluation center will also play a role in the formulation and revision of robot standards, the testing of robots and related components, the calibration of robot testing instruments and equipment, the robot product access system, the release of robot related information and technical training, and the international and domestic cooperation of robot technology Robot application industry provides public service platform.
Promote the demonstration application of typical industries
The data show that the degree of automation in China's manufacturing industry is still at a low level, and there is still a huge room for growth compared with the industrial powers. With the large-scale application of robots in automobile parts, electronics, household appliances, textile, food and other industrial fields, as well as social services such as helping the elderly and the disabled, public safety, medical care, education and so on, the density of robots per capita in China will be greatly increased, It is estimated that China's robot market will reach 100 billion yuan in the next 10 years.
Through the typical industry demonstration application, it can quickly form the demonstration effect in various segmentation fields, which is not only conducive to the continuous improvement of product quality, but also conducive to the promotion of brand awareness“ During the 13th Five Year Plan period, the application demonstration project of China's robot industry is mainly oriented to two aspects: one is to focus on the huge demand brought by domestic intelligent manufacturing and industrial transformation and upgrading, and promote the large-scale application of industrial robots in typical fields such as automobile, electronics, light industry, textile, food and medicine, semiconductor, and the other is to face the national strategic needs and major issues of people's livelihood, Promote the application demonstration of service robots in the fields of helping the elderly and the disabled, medical rehabilitation, disaster relief and public services. In the next five years, we will strive to "complete the comprehensive application solutions for robots in more than 30 typical fields, form corresponding standards and specifications, realize the large-scale application of robots in key industries, and achieve the robot density of more than 150."
Six measures to ensure the implementation of the plan
In order to ensure the successful completion of the main tasks, the plan puts forward safeguard measures from six aspects: finance, taxation, market environment and talent training.
First, in the aspect of central and local coordinated development, the national level will strengthen the top-level design, coordinate the resources and forces of various departments, and form a policy joint force; At the local level, we should carry out differentiated development according to their respective advantages, and encourage the development of robot industrial clusters in areas and parks where conditions permit.
Second, in terms of financial and tax support, we should make full use of the existing financial channels to support the R & D, industrialization and application of robots and their key parts, study the gradual abolition of import tariff reduction and exemption policies for complete robots, implement the policies of enterprise R & D expenses plus deduction, and encourage enterprises to increase their R & D efforts and improve their technical level.
Third, in terms of investment and financing, we encourage all kinds of banks and funds to support key robot projects within the scope of business, encourage financial institutions and robot enterprises to establish a community of interests to achieve long-term support, support qualified robot enterprises to directly finance in domestic and foreign capital markets and carry out mergers and acquisitions at home and abroad, and promote the robot leasing mode.
Fourth, in terms of purifying the market environment, it is necessary to study and formulate the standard conditions and certification system for the robot industry, and guide the capital, talents and other resource elements to concentrate on the advantageous enterprises. At present, the Ministry of industry and information technology is organizing the formulation of the standard conditions for the industrial robot industry, which is expected to be released within this year; In addition, we should give full play to the role of industry associations, industry alliances and service institutions, serve the whole industry by building a platform, and strengthen industry self-discipline.
Fifthly, in terms of talent support, it is necessary to organize and implement the talent training plan for the robot industry, speed up the training of high-level technology R & D, management, operation, maintenance and other talents urgently needed by the industry, and absorb overseas high-end robot talents for innovation and entrepreneurship.
Sixth, in terms of international exchanges and cooperation, we should learn from international advanced experience in technology, standards, intellectual property rights, testing and certification, encourage enterprises to actively explore overseas markets, strengthen technical cooperation, and provide comprehensive services such as system integration, product supply, operation and maintenance.
2016 is the first year of the 13th five year plan, and it is also the key year for China to systematically promote the development of intelligent manufacturing. Under the support and guidance of "made in China 2025" and "plan", and with the joint efforts of "government, industry, University, research and application", China's robot industry is expected to achieve new breakthroughs during the 13th five year plan.

What is the gap between Chinese and foreign robots?
The quality function of Chinese industrial products is not as good as that of foreign countries. Although people don't say it, they have acquiesced to this fact psychologically. People are not excessively "worshiping foreign countries and fawning on foreign countries", but to learn from foreign advanced technology and broaden their horizons. Although China's industrial development has made rapid progress in recent years, it has not been able to catch up with the pace of foreign countries? Or is it reflected in innovation? Maybe it's in the design. Let's have an objective look at the gap between Chinese and foreign robots?
Current situation of robot industry in China
In recent years, the sales of industrial robots in China have been growing rapidly. As early as 2013, China has become the largest industrial robot market in the world. According to statistics, the global sales of industrial robots increased by 26.4% in 2014, with the fastest growth in China, reaching 55%, with an annual sales of about 56500 units. Now local governments are really flocking to the robot industry. Many people have seen the development of China's robot industry. The reasons are as follows:
The first is the huge potential of Robot Market: the disappearance of demographic dividend, the rise of labor costs, many categories of manufacturing industry, high labor intensity and so on.
Second, the national policy support is very strong“ "Made in China 2025" and other major strategies will certainly bring prosperity to this industry.
Third, it can restore the vitality of the local manufacturing industry and drive a number of suppliers.
Current situation of global robot industry
It is estimated that the global sales volume of industrial robots will reach 250000 units in 2017. Since the fourth quarter of 2008, the global financial crisis has led to a sharp decline in the sales volume of industrial robots. In 2010, the global industrial robot market gradually recovered from the bottom of 2009. 2011 is the peak of the global industrial robot market since 1961, with annual sales of 166000 units. In 2012, the global sales volume of industrial robots was 159000 units, which dropped slightly. The main reason was that the sales volume of electrical and electronic industry declined, but the sales volume of automotive industrial robots continued to grow.
It is estimated that by 2017, the global service robot market capacity will be close to 50 billion yuan. According to IFR data, the global market capacity of service robots for personal (or home) use was 7.3 billion yuan in 2012, and that of public service robots was 20.8 billion yuan. At present, the industrialization of public service robots is ahead, and the market capacity is larger. It is estimated that the market capacity growth rate of individual (or family) service robots will be 7% from 2013 to 2017, and the average annual compound growth rate of public service robots will be 17%. By 2017, the global service robot market capacity will be close to 50 billion yuan. If smart home is a service robot in a broad sense, the market capacity of service robot will be much larger.
From the data, we can see that now is the upslope of robot industry development. If we can grasp this trend, many things will get twice the result with half the effort. But at present, there is still a certain gap between China's robot industry and foreign countries.
What is the gap between Chinese and foreign robots
At present, coastal cities in China are advocating the idea of "machine for human". Although robots have temporarily promoted the traditional manufacturing industry, a large number of new traditional robot enterprises have been born. In three or five years, they will face new industrial transformation again
